Newt is a citizen of Hekseville. He made his first appearance in "Episode 7:Too Many Secrets" when Kat was exploring the Entertainment District.
After bumping into Kat and nearly knocking her over, Newt asks her to help him find his best friend, Echo. When she accepts, Newt hugs Kat which in turn she develops a crush on him. Shortly after, Kat and Newt split up to look for Echo (this is the part where the player needs talk to people to get an idea for where Echo's at).
After a bit of looking around Kat found another friend of Newt who told her where she thought Echo is. She also talked negatively about Kat being "another girl" crushing on Newt, foreshadowing Echo's and Newt's relationship.
Once Kat and Newt found Echo, who was hiding in the abandoned Student Center, she started acting very weird, treating her bag as a child. Suddenly, a Nevi burts out of the bag, and to Echo's and the others' surprise, engulfs her from her waist to her feet. Kat must then fight off the Nevi before it absorbs her completely, Echo shouting insults and other remarks as the fight ensues.
Once defeated, Echo remorsed over the Nevi's death, claiming it was only trying to protect her (it's implied that the Nevi was a pet of sorts and had an emotional bond with Echo; Kat makes a remark of this near the end of the scene). Newt then conforts her, reminding her of how they both became friends: they were playing on a tree as children when Newt was about to fall; Echo saved him but she gained a scar during the process. Newt then confessed his love to Echo. Kat, heartbroken, walked away in order to give the couple some time alone.
